not necessary because students studying in the petrochemical colleges like the upes are taught chem only in first year .

Why do you want to do BCA and MCA for Petroleum Engineering? It is not a logical path. If you have PCM at +2 stage you may join BTech Petroleum Engineering offered by various engineering institutes. You can do BTech Chemical Engineering and then do specialisation in Petroleum during MTech.
