Nowadays, anyone can open a medical shop provided you have the necessary licenses to run the shop. You should consult a lawyer who should be able to tell you better which licenses you need to procure to legalise your shop. You also have to register with the state pharma board to obtain a valid license.

The first requirement to open a chemist shop/pharmacy is to be a pharmacist and registering with Pharmacy Council of India. However, it is advisable for you to visit the website of Pharmacy Council Of India (http://pci.nic.in/) for all the requirements, as these requirements might change time to time.
