Hi Aakash,
Yes, you can, you must apply for a study permit again before the older one expires. So while you are still doing your Diploma you have to contact colleges and universities in Toronto and try to fulfill the eligibility criteria.

Java is a completely different language and one can learn Java directly without learning C language. As with all programming languages there may be areas where there is an overlap, but that would mostly be in logic or algorithms. Regards.
