Hi Kivili,
UGC stands for University Grants Commission which provides recognition only to the universities. Since Seamedu School of Pro-Expressionism is not a university, it can't be UGC recognised.

Your question is ambiguous and there is no specific answer to it. No course can give you a PR firstly. Secondly, what you want to study is your choice wholly. Know what you want. Ask yourself about your own career plans and decide. You may either choose engineering or opt for a career shift for example, doing a management course.
