Your SAT or TOEFL scores don't determine your chances of getting a scholarship. You need to have a very strong and well-rounded profile to be considered for scholarship abroad. The competition is really tough for scholarships so you need to make sure you excel in all areas, and not just scores.

Hi
SAT (scholastic aptitude test ) is a standardized test required for admissions to USA universities at under grad level. You also hv tests like ACT/ AP for similar reasons. You will get all the related info here.

The SAT pattern has changed in May 2016 so you need to apprise yourself of the changed pattern first. The SAT scores are valid for 5 years so yes you can take it in 10th or you may go for PSAT which will prepare you better. Here is the info

First check whether you will be required to provide IELTS or TOEFL scores or not.
About activities, yes they are very important as they reflect on your overall and rounded personal growth rather than focus on only academic achievements. So can start volunteering at an NGO or could get involved in some social activities at school as well. Take time to develop your hobbies and interests, and participate in events and competitions where you have exhibit your talents. Take up some coaching as it will train you well as the pattern has changed recently. Before that you may take up some mock test and check your level.
