On the official “Admission Process” page of DPGU / SPR, the steps are described broadly as follows.
Application / Registration — Candidate registers via university's admission portal. You can apply either by sitting for DPGU's own entrance test (called DPAT), or by submitting valid scores from accepted external entrance exams.
Submission of Documents — Along with application, you must submit required academic transcripts (10th, 12th, etc.), identity proof, and entrance-exam score/card (or register for DPAT).
Entrance Test (if applicable) — If you didn't have an external accepted exam score, you sit for DPAT.

Yes — gap-year students are very likely eligible for admission (unless there's a hidden internal rule)
SPR's eligibility depends only on having a valid 10+2 (or equivalent) pass + entrance exam score;
There is no public restriction on “when” the 10+2 was passed;
There is no age criterion or explicit clause about continuity of education;
It follows that students who completed 10+2 some time ago, even if they took a break (gap years), should be eligible for admission — as long as they meet the academic and entrance-exam requirements.

SPR's official site clearly states it has a library with books, journals, e-resources, reading room, etc.
It also states there are “well-equipped laboratories” for practicals and research.
So physically the infrastructure for lab work and library access is present at SPR.

For allied‑health / allied‑sciences‑type courses under DPGU (in parts of the institution outside pharmacy), the “fee payment guidelines” accept payment via Debit Card, Credit Card, UPI, NEFT/RTGS, etc. rather than cash.
At least for some other schools under DPGU (for example their School of Design), there is an explicit “installment payment option” listed in their fee‑structure — the fee schedule is broken into 2–3 installments.
