Yes, you can. You just need to apply for the migration certificate. And, you can get the certificate only when they get a proof that you have taken admission in some other college.

You can migrate to another college provided your college has a tie-up with the target institute. Having a good academic record also helps. It will help push your application quicker. Before, you give up your seat with the current institute you should first block a seat in the target institute as a precaution.
