Sorry to say that I can't get to your question please describe the college name which you are saying as the special education college but I can say that applying for BEd in top college is as per the merit of graduation score or the entrance tests score.

B.Ed is a course in which the candidates are trained in teaching for normal students like the students without any disabilities. Special B.Ed is a course in which the candidates are given training in teaching for disability students like mentally retarded, deaf, dumb and blind students. Special B.Ed candidates are given special training in teaching special students and it is very special course very few people take such type of courses.
