There are two Bachelor of Education (B.Ed.) courses provided by Punjab University:

 The two-year B.Ed. (General) course focuses on general teaching.
 
 The two-year B.Ed. (Special Education) course focuses on teaching people with intellectual disabilities.

There is no single B.Ed. degree that encompasses special education and general education courses; these courses are provided separately.  Depending on their interests and career aspirations, prospective students must select one of the two.

Dr. B.R. Ambedkar Open University (BRAOU) admits students to the B.Ed. in Special Education program through an admission examination, Candidates must register online and pay the application cost at authorized centers
Eligibility criteria-

Educational Requirements: A bachelor's degree (B.A, B.Sc, B.Com, B.C.A, B.Sc. Home Science or BBM) with at least 50%. Candidates with a B.E./B.Tech. in Science/Mathematics with a minimum of 50% marks are also considered. SC/ST/BC/PH applicants must score at least 40%

In order to get admission into the Diploma in Special Education course at Kamrup District Institute, you generally need to undergo their respective admission procedure, which may be eligibility tests, entrance exams, and counseling. Since PSTU is committed to Telugu language and culture development, Telugu is typically required in its curriculum. There is very little public domain material as yet suggesting that Telugu as a second language could be replaced by Special English. If Special English is offered, the use of it would presumably be contingent on the particular course syllabus and any special provisions for non-Telugu-speaking students.

The B.Sc. in Special Education and Mathematics from Avinashilingam Institute for Home Science and Higher Education for Women combines the study of Mathematics with Special Education. While it includes a Mathematics component similar to a standard B.Sc. in Mathematics, it also focuses on education methodologies for students with special needs.

 

Thus, it is not exactly equivalent to a general B.Sc. in Mathematics because of its additional focus on special education. However, it may provide similar mathematics content with a specialized education aspect, depending on the curriculum balance between these two areas

You cannot do a B.Ed in Special Education through distance learning with 45% in graduation as most of the institutions require minimum 50% marks in graduation to enroll for this program. Eligibility criteria for B.Ed in Special Education usually requires that candidates should have at least 50% aggregate marks in the undergraduate degree from a recognised university. Some universities may offer relaxation of 5% for the candidates belonging to the reserved category, but that doesn't match up with your present qualifications. Your score in MA Political Science is 58% from IGNOU, which doesn't compensate for the graduation percentage requ

The B.Ed. in Special Education from Yashwantrao Chavan Maharashtra Open University (YCMOU) Nashik:
Qualifications
Bed. A bachelor's degree in special education from YCMOU is required. 
The Process of Acquisition
