Of course, you can include your marks of Bengali in your best of 4. Ultimately it is one of your languages.
You will find a chart of subjects which are not eligible to add in best 4.

I couldn't understand about the central list. Can you clarify?
If you have an OBC certificate then you are qualified for the category.

What is the full form of MU?
I think you should visit those colleges' websites to know about it.
At present most of the colleges have online form filling. Look for it also.

Generally the admission test takes place in the SXCKOL only.
If there is any other center then that would be mentioned on the acknowledgement slip or in the website one can see it while form filling.

For admission in M.Com you have to apply in St. Xavier's University, Kolkata and their policy about year gap is 'not more than 3 years'. You have just a year gap. So you can apply.

You have to apply first by filling up the online application form and pay the admission fees. And wait till the Merit List is published. If you find your name there then follow the instructions for admission. If you don't then wait for 2nd list (if there any).
The eligibility criteria to apply for this course is as follows:
You have to have English in your 12. And you have to have 60% in aggregate.
