The cost of living in New York City is more expensive than Toronto for international students. According to the list of top 10 expensive cities in the world released by the World Economic Forum, New York is on the top with Singapore. No Canadian city is in the list. 

The average cost of living in Toronto is INR 18.57 Lakhs per year, whereas, international students spend more than INR 20.00 Lakhs to live on New York City.

Yes, the University of California Davis USA permits international students to work while studying. Overseas students must be mindful of the fact that they can work no more than 20 hours per week while classes are in session and it is essential that this employment does not interfere with a their academic program. During vacations, they can work for unlimited hours.
