No, studying at the Massachusetts Institute of Technology is not expensive for Indian students. Applicants can study various undergraduate and postgraduate programs at reasonable tuition fees as compared to other universities in the USA. If you do not plan to practice medicine in India, then you do not need to take the FMGE. The FMGE is mandatory for Indian citizens and Overseas Citizens of India (OCI) who wish to obtain a license to practice medicine in India after completing their medical education abroad. Regarding the USMLE, if you pass all the steps of the USMLE that are required and you get your medical license in the United States, you are exempt from taking the FMGE for practising in India. The on-screen calculator is provided on the computer-based GRE while the Quantitative Reasoning section is being administered.
