Yes, Wuhan University (WHU) in China offers online courses for some programs:
Compulsory courses
Students majoring in programs taught in Chinese take general compulsory courses online.
Elective courses
Students majoring in programs taught in Chinese can take 14 online general elective courses.
Massive Open Online Courses (MOOC)
The China Institute of Boundary and Ocean Studies (CIBOS) at WHU has organized MOOCs in the past, including one on the establishment of the outer limits of the continental shelf.
WHU also offers a Chinese Language Course Program that can be applied to online.

Hertfordshire Uni is an affordable option as it comes under budget. It costs around INR 14 L to INR 21 L for UG courses while PG tuition ranges between INR 13 L to INR 48 L. Students also need to budget for other expenses. This includes books, transportation, dorms and some personal costs. The annual rent for hostels varies somewhere between INR 4 Lakhs and INR 6 Lakhs.
