In order to get admission to TNOU offered courses, candidates must meet the eligibility conditions and complete the application process. Admission to the courses is merit-based, i.e. , applicants' performance in the last qualifying examination is evaluated. For B.Ed Spl.Ed., MPhil and PhD courses, candidates have to appear for an entrance exam conducted by the university. TNOU releases a rank list to announce the names of the shortlisted candidates. Selected candidates need to participate in the admission counselling.

Relocating the study centre is allowed provided the programme in which the candidate has taken admission, is activated in the new centre.
