Yes. A candidate can apply for both Paper 1 and 2. While applying online and if an aspirant want to apply for both the papers they have to pay the fee combined and have to select an option of both papers.

The usual stipend is 8,000 rupees per month under the UGC Non-NET Fellowship. Some universities may offer a bit more through their own internal fellowships, but it depends on the institution and available funding. Private or research-focused universities sometimes provide higher stipends, but that's not very common.
