If you have secured at least 55% marks in Masters Degree or equivalent examination from universities or institutions recognised by UGC in Humanities (including languages) and Social Science, Computer Science & Applications, Electronic Science etc. are eligible for this. You are not permitted by law to enroll in two normal courses at once. This is not a factor. In India, though, everything is conceivable. If you personally asked me, I would have to reply that you could accomplish it from a lesser-known university.
The biggest restriction is that you cannot present both your degree and Diploma when applying for government jobs or during other interviews.
