Hi Rithick,
Having a good TOEFL score is good, but that alone will not make you eligible for getting any fee concession, apart from having a good test scores, the university will consider your overall profile including but not limited to good statement of purpose, letter of recommendations and your academics as well, make a strong profile to first get admission and then check out fee concession.

The application process should start a year before the planned intake. You must finish the application submission by 2017 latest by December, 2017 depending on university websites. The admission windows will open after July/August 2017. You must keep checking university websites for updates.
You can take SAT and TOEFL either during class 11th or before your boards. It shouldn't hamper your board exams, so schedule wisely. You can also apply to colleges, while in the final semester.

You must take both. Both are different tests, TOEFL is for English language proficiency and GMAT for aptitude in reasoning, quants, etc. Many universities also accept GRE instead of GMAT. You can check university's websites for scholarship exam, most universities do not have any separate exam and all applications are automatically considered for scholarships when you apply.

To get admission in foreign university, you need to write language proficiency exam, TOFEL.

Majority of colleges ask for TOEFL or IELTS scores for the colleges which accept GMAT abroad.

To get 6.5 bands in IELTS is not difficult at all. You just have to be familiar with the exam pattern and a practice of 1 to 2 months is enough to crack IELTS paper.
Moreover, keep in mind that IELTS is widely accepted in all European countries, while TOEFL is favoured by USA and UK.

You need to atleast take up IELTS exam in order to get admissions abroad. They are not so tough, you can get through them with little efforts.

Hi, your grades are too low for both the countries. You may still find very little options in Canada but Germany is a tough call. You can look for suitable options in Australia or even New Zealand. These countries too have a great demand for graduate mechanical engineers.
