Yes, there are few universities which accept application without IELTS score. However, they might consider your Level of English proficiency in your past academic history. It is still advisable to take IELTS test in order to apply to more universities and improve your chances of selection in a better university. Apart from IELTS, Universities in Dubai accepts other English proficiency tests such as PTE, Duolingo and TOEFL. You can choose the test as per the universities you wish to apply for as well as on the basis of your preferred test.

It is difficult to give number #1 ranking to a particular university as various universities in Dubai has earned high rankings on various parameters under recognised university rankings. However, Zayed University has earned the top spot among Universities in Dubai in various rankings such as #5 in The World University Ranking 2025, #11 in QS World University Ranking and #4 in Scimago Institutions Ranking.

The following are the eligibility requirements to study in the UAE as an international student:
- The applicant must have good scores in all their previous qualifying exams.
- Applicants must have good fluency in the English language, which should be proven by the means of a standardised test score.
- A valid passport.
- Acceptance letter from the host university/college/institution in the UAE.
- Medical fitness certificate.
