Hi,
SASTRA University, Thanjavur is better than UPES, Dehradun. SASTRA University is also ranked one among the top private universities in India. It is also better for placements and many international companies like Microsoft, come for placements every year.
It is also less expensive than UPES Dehradun.
So, you can prefer SASTRA University. The last date to apply is June 10th and you can apply at www.sastra.edu.

Yes, UPES, Dehradun is good college for B.Tech in Computer science in cloud computing. But, to get admission in it, you have to first clear the eligibility exam of UPES and according to your score in that, you can get branch there.

Of course, Petroleum engineering has lot of scope. One of the best college is UPES, Dehradun. Try to get placement from there itself. If you search petroleum jobs outside it will be difficult task. But, the course has great importance and is a safe one for the future.

No, UPES, Dehradun is only famous for petroleum engineering and for other branches, it is not as good as other colleges.
These are my personal views.

If you have taken their entrance exam then you can use this. But in case you haven't filled that then it's a bit difficult to get through this.
All the best.
