This was for general category under All India quota. Unless the candidate belongs to some other category or domicile, one can not afford to score less than this. With this rank, there is a probability of getting admission however since, the cut offs keep changing from round to round, better ranks definitely increases your chances of getting admission in VNIT Nagpur.

Civil is a good branch, you have so many interesting subjects to learn, many people choose to avoid giving civil a preference 'cause they think Civil me placement nahi hota' 'Construction site par kaam karna padega .But civil has so many sub branches (Structural, Environmental, Transportation, Water Resources, Construction technology, etc) which gives a good opportunity for further studies.
I agree that the placement scenario of civil is poor if you compare it to Mech, CSE, ECE, EEE , but if you are good with your subjects it shouldn't be a problem.

No one can accurately predict the opening and closing ranks for a particular college. It depends on your branch and category. You can have a look at last year's opening and closing ranks. That should give you a fair idea.
