First of all all I would suggest please give an another try for CA don't loose hope. I know many people who was failed 7 times but at last they won.
Also, I suggest take a proper tuition for CA.
In regards to PGDM - Yes, you can join PGDM but choose a right stream.

Hello. It only includes basic mathematics that we all have done till 10th Standard. I don't think it will affect your pgdm, go for it.

In Mumbai people go for MMS and PGDM
MBA is not there in mumbai
MMS is offered by colleges affiliated to mumbai university and pgdm is not affiliated
PGDm cost high since it is upto date with industry standards and institute gives them more preference for placement
