No, you can't. Firstly, you have to apply for the admission on the official DU website, then wait for the cut-offs.

Admission in the majority of the programmes offered at colleges affiliated to Delhi University is on the basis of merit wherein the best-of-four percentage is calculated. Here, candidates can select marks scored by them in any four subjects in their Class XII exams and thereafter calculate the aggregate marks/percentage scored by them. After calculating the best of four score, aspirants need to check the cut-off lists released by Delhi University. If they meet the cut-offs released for DU admissions then they are eligible to secure a seat in the course and college of their choice. Aspirants are advised to thoroughly go through the eligibility criteria as mentioned by DU for the course in which they wish to secure admission. Please refer the links below for more clarification:

Candidates seeking admission under ECA quota first need to register themselves on the official website of DU. It may be noted that at the time of online registration for DU admission, candidates need to upload their ECA certificate which will work as an evidence of a candidates participation in a particular ECA activity. It may also be noted that the certificate should not be more than three years old.
DU admissions for ECA category candidates will be done on the basis of merit which will be determined through marks earned by a candidate under following parameters:
Certificates (25% weightage)Trials (75% weightage)
Trials will be conducted at two levels:
Preliminary trialsFinal trials
The ECA admission committee of Delhi University will conduct trials for a specific ECA activity. The dates for preliminary and final trials will be notified on the official website of colleges and Delhi University. Note that candidates will be allowed to appear for preliminary trials only once. Shortlisted candidates will then have to appear for the final trials.
Candidates must secure minimum 50% marks (38/75) in final trials in order to be eligible for DU admissions. After the final trials, a merit list will be prepared by the authorities basis which candidates will be provided admission at DU

Home Science can be included in best four subjects % but they will deduct 2.5%. Or if you opt Bachelor of Science Honours in Home Science then only they will not deduct 2.5%. And every college have different cut off for different course.
