Its very nice to know your desire to learn something different than engineering. Normally, open universities do not have any restriction on admitting students for any course and hence the concept of management quota is irrelevant.

Also as its a distance learning method, there is no college. The University will send you all material and you have to study at your convenient time.

I would advise you to download brochure cum application form to solve all your queries.
