You are likely to get into CV Raman College. Though you may need to compromise with your branch for that. You can check the colleges in college predictory also :

See, I am not sure about it, they may accept but once have a conversation with the management. If you want to pursue marine engineering from CV Raman I know a way for it and that is through OJEE counseling and it requires a JEE Mains score.

This time I can't say I guess there may be OJEE exam if this happens you need to sit for it else you will not get a seat in merit list. If there is no exam then via your JEE Mains rank you can fill your preferences in OJEE counseling its similar to JOSSA but here you will only see the colleges in Odisha there you can fill your preference as CVRCE there will be a provisional allocation followed by verification at nodal center and a final verification and admission at CVRCE. If any further doubts regarding the college or mode of admission then you can ask in the comment section.

The rank you mentioned is pretty good enough to take admission in CV Raman College of Engineering and mechanical engineering is quite a good branch. First of all, it's a core branch with many on campus training courses that will help you in future accompanied with well-equipped labs and center of excellence for practical concept clarification. I am only talking about CV Raman as I am a student here.

In CVRCE there is no specific criteria but you need to stay in campus hostel for daily and with a decent rank and score in JEE you can get into marine engineering in CV Raman.
