So, to sum up, choose what you like. If you like working with a breadboard, resistor, capacitor, chips, etc., choose ETC. If you like to learn about motors, machines, transformers, etc., choose EE.
Good luck.

See you are opting for quite an outdated course. The scope and opportunities are very less. Talking about placement, it more or less lacks everywhere in civil branch. After all, you will be hired by a mass recruiter only (most probably). If possible, select a better stream. And if you want civil only, I can say both the institutes are good. Yes, IIEST Shibpur has the oldest civil department, but I can't say about the labs and facilities whether they are latest or not. Having a legacy doesn't imply that it will be good. If possible, explore both. Talking about NIT Durgapur, I've heard many complaints regarding placement but can't tell about the academic part. Many don't prefer NIT DGP civil. But this year, my friend left IIEST Shibpur civil engineering and chose NIT DGP electrical, after studying for 1 year in IIEST Shibpur. The reason why he left IIEST Shibpur, he said, is that the branch wasn't good and civil placement was very bad. And NIT Durgapur's placement is better than IIEST Shibpur's. So I suggest you explore it by yourself don't believe if someone tells you IIEST Shibpur is better or NIT DGP is better. Look for what you want and settle in any of the institutes. If possible, check for Rourkela.

NIT Silchar is good for mechanical branch but take mechanical only if you have high interest in Physics. Or else, go for EE.
IIEST Shibpur is also good but for Civil and CSE.

If you are a general rank holder, then getting into the above -mentioned streams in any of the known government engineering colleges will be difficult for you, (I think you can try out IT at Jalpaiguri or Kalyani government engineering colleges, you might be fortunate enough in the 3rd round)
Unfortunately, there will be no room for you in JU and IIEST Shibpur with the above-mentioned rank, provided if you are a general category student.
However if you opt to study in non-government engineering colleges, you can get IT in IEM but not CSE, same with Heritage, IT is a guarantee however if you are lucky enough, you can get CSE in perhaps the 3rd or 4th round of counselling in Heritage.
PS: Some guy has mentioned about a WB domicile being required at JU, here I recommend people having no information or less information should not answer and simply pass the question on. Jadavpur University along with some other self financing universities does not demand a WB domicile for admissions.
Good luck to you.:)

IIEST, Shibpur is better as it holds 17th rank in All India Engineering colleges by MHRD. From my personal experience NIT Andhra Pradesh is not a good opinion.

Hi Ayushi,
Both the colleges are esteemed institutions of engineering. BIT Mesra is having an edge over IIEST in the placements.
However, IIEST has been given the status of an 'Institute of National Importance' recently, so it is at par with BIT Mesra in terms of academics.
I would suggest you to go for BIT Mesra because of the environment and learning atmosphere there. It is the place for overall development and enhancing one's own set of skills. This place not only makes you technically sound but also provides you with the opportunity for the final placements.
Best wishes.
