In my point of view, IIT Dhanbad is better as it is an institute of national importance, whereas the BITS Pilani is no less than it, but being a government institute it will have some of its own reputation, which makes your education much worth it there. To get admission in IITs, you need to qualify JEE main and clear JEE advanced with a great score. With JEE Mains, you can apply only for NITs, IIITs and GFTIs. To know your chances, you may refer the link below:
