When it comes to petroleum engineering in particular, IIT (ISM) Dhanbad has got no match all across India. If we talk about last 2-3 years, almost top 60% (GPA wise, good communication skills, good CV) of the total strength (100 - 110) got placement in core companies like Schlumberger, Shell, Cairn India, Halliburton etc. which is above Rs 10 to Rs 12 lakhs per annum. Rest of them have to accept either the placement offers of IT companies or have to go for further studies. There is a very little scope of off-campus placements in India. Quality placements are very good but quantity placements are not so good in core companies - this means that average package and percentage of batch placed is not that great as compared to other branches of IITs, but ISM, Dhanbad has recently been recognized as Indian Institute of Technology. It may take time to get more quantity of placements, but it may improve in years. In 2017, out of 97 students who appeared for the placement process in total, almost 35 students grabbed the core company job. Some of the students joined the non-core one.
The recent placement statistics of 2017 session is mentioned in the link given below:-

You have to first appear for CAT and then apply with the score card when the admission process starts in the college. Minimum qualifying marks in graduation are 50% for the general.

Well, to answer how much fruitful it is, is a very relative answer. Different people will have a different opinion. If I say it is fruitful to an extent, you'll consider the college. Some might dishearten you and you would be demotivated to join. There are various reasons to join and not to join. Join if you want to live a life of an IITian. This college is pretty decent and has its own brand value. Most importantly, admission is only through CAT percentile.

IIT-Roorkee for engineering physics is the best option for you unless you have an extraordinary interest in naval architecture.

As you might know that petroleum engineering is a field of engineering concerned with the activities related to the production of hydrocarbons, which can be either crude oil or natural gas. Exploration and production are deemed to fall within the upstream sector of the oil and gas industry. Why I am telling this is because this field is entirely different from other branches. You will have to study hard differently to score good grades and of course as your goal is fixed this field might be good for you. Many of my batch mates are doing the same and every year our college is giving rankers in UPSC exams.
Right now, the placement scenario is not that good and not only in IIT(ISM) Dhanbad, the situation is true all over the world. With the oil prices on an all-time low, the oil industry is not willing to hire fresh graduates. But it doesn't matter for you as your goal is fixed.
