You are correct. Admission in IITs are based on All India Ranks. While admissions in NITs and GFTIs are based on various quota like home state, Other state and All India etc. So you are correct.

Selection to B.Tech is done on the basis of JEE Advanced 2018. Admission to M.Tech is done on the basis of GATE scores. Selection to M.Sc is done on the basis of IIT JAM 2018. Reservation is in accordance with regulations of the Government of India, with relaxations given in minimum qualifications as well. Students seeking admission can apply through online mode. Selection to Ph.D is done on the basis of the entrance examination, academic records and personal interview.
