No, you cannot. There are only three modes of admission in IISER- KVPY: Also being a KVPY fellow your admission is not guaranteed. There is a merit list for this. 25% of admissions in IISER are done through KVPY. JEE Advanced
Here also there is a merit list. This year cutoff rank in advanced for an aspirant to apply for IISER through JEE was 10,000. Here also the reserved seats to be filled through JEE are 25%. - And the last mode is SCB channel. In this, you firstly need to clear the cutoff for the board's percentage that is given by the IISER admissions committee. This year for CBSE it was 90%. After you have cleared the board's percentage cutoff than you are required to give an IISER exclusive exam. And, then based on merit list, you will be allotted an IISER, as per your preferences and the availability. Through SCB 50% of the seats are filled.

JEE marks are not necessary to get into IISERs.
There are three ways-
1. JEE Mains exam and JEE Advanced exam (Top 10,000).
3. KVPY qualifiers can apply for 25 to 50 % of the seats.
4. There is an exam for which Board marks are the cut-off. There is an exam taken by IISER.
Same is for IISc and there is NISER Bhubaneswar, which a lot of people don't know about.
