Hello vivek, Electrical engineering at NIT Allahabad is much more better option than of NIT Patna, as NIT Allahabad have much more better infrastructure, good faculty members and excellent placements records. So, go for it only.

You can start preparing from today itself. If you have ample amount of time join a coaching class near your residence or else go for online course. There are many tutors like for eg. Ravindra Babu. His videos are really helpful.

There is no chance of getting National Institute of Technology Patna till last round.
But you can get by special round and the branch is decided on the number of students applied for special round but you can get at least integrated
