Firstly, for B.Com the percentage for all the boards are different, like for CBSE, last year it was 93% and ISC it was 95% and for state board it was 88%, for merit listing. You can definitely apply for the course and wait for the result, if not 1st list then you might stand a chance in the second list. Congratulations on scoring such amazing marks. I am sure you have 100% chances for applying in St. Xavier's College, Kolkata for B.A in English honors. About the merit listing part I am not sure though now as it depends on the cut-off and all. All I can say is you can calculate your index percentage from the link given below. There is a little chance for you to get into Xavier. Whatsoever, don't lose hope, you have 100% chance for applying other Xavier's. I'm not sure about the merit list.
If not the first list, you may get a chance in the second list(if any). The cut-offs are pretty high. It was around 92% last year.

The information I am going to give is as per last year record. There won't be much difference though, you can chill about that. The updated information you will get only after your board results. So, The minimum % for application is 60%

The fees structure :
