I am in the last year of computer engineering at this college. Here only computer engineering is offered.
The basic difference between these two is that the CSE course will more focus on history and some old stuff of computers but the CE course will focus on the current scenario and the future of this field. So my personal preference is that go for a CE course.
The placements at MGIT are not at par with respect to other the finest colleges of state. Most of the circuit branch students are remain unplaced. This is a misconception outside that most of them get placed but the actual scenario is the guy who secured a placement attracts more and recruits which is increasing the placement count. I know a girl who has bagged almost 4 best offers at my time. Earlier TCS used to be the major recruit this year they withdrew from their agreement on accreditation. I am going to assume that your brother belongs to the general category (since you have not mentioned anything about your category) and belong to Himachal Pradesh (since you have asked this question about NIT Hamirpur), and also going to answer with respect to NIT-H only. With your brother's rank, he could get admission into the Dual-Degree (B.Tech + M.Tech.) CSE 5-year course at NIT-H, and he could also get admission into CSE at IIIT Una, which is an institute that is operating under NIT-H, as its own campus has not been built yet.
I would recommend you to not to take engineering or other course in gulf nations. You can study them in India. Lots of people from Africa, gulf and middle east countries are coming to India to shape their career through education.
Kalasalingam Academy of Research and Higher Education is one of the best colleges to do Computer Science (CS). It provides 100% placements to CS students with a good package and its NIRF ranking is also good.

The programme is quite useful. But, there are other alternatives like Coursera, Udacity, Khan Academy and EdX, etc. They provide courses for free, (of course, you need to pay for certificate). If you want to learn coding related stuff, you can refer to codeAcademy, hackerrank, tutorials point, w3 schools, etc. But, the alternatives (the free ones ) work only if you are highly committed or motivated individual. Presently, CSE beats all other branches, as this branch has the highest potential for placement. However, what will happen four years down the line could be different. But, knowing the market, I feel that this will continue for many years to come.

It's highly unlikely that you rank will be below 5k, because the competition has increased too much for Engineering in Bangalore. But, of the two choices you said EIE in RV is better, as it's RVCE and it has a great reputation and Heritage, about the branch it doesn’t matter, you'll see that in a year or two. Both have a great chance of placements, in Bangalore and are Autonomous so will have better syllabus. But if you have a ranking above, 5 k, there are answers I have given before which you can follow to get the best out of counselling on COMEDK.

Job opportunities are available for CSE candidate in Government as well as Private sector like Software developer, game designer, app innovator, even after CSE you go for MBA, DRDO, etc. So, there are enough scope, if you have enough knowledge.

No, Your JEE Mains score is not good. You can't even get GFTI colleges with this percentile. It is better to go for private colleges.
You can appear in GATE to seek a job in the public sector organisation. You can appear for competitive examination such as Indian Engineering services, Civil Services examination, PO, CDS, Asst Commandant ex for paramilitary forces, etc.
