B.Sc. Aviation is a ground course. It is a degree course which allows the students to get an insight of all the services and departments at an airport. The candidate learns about airport management, planning, fire fighting services, dangerous goods carriage, passengers footfall.

MBA abroad admission requirements are different than in India. First, they don't even care what PGCET is. You must take the GMAT or GRE. Second, you must have a minimum of 2 or 3 years work experience to be eligible for the majority of the MBA abroad programmes. Only if you have an exceptional profile you can be accepted without work experience. You should also check some business school websites to learn more about the criteria for selection.

Absolutely you can take admission in PGDM healthcare management even after passing your graduation from commerce stream. You can choose whatever option you please and for your second query, it is not like that MBA is more valued than PGDM. You degree should be valid and AICTE recognized. Both have the same value. If you want to take admission in a good college for MBA, then you should first focus on English. Else it will be a problem for you. Most of the good colleges may not select you if you are not good in English. They check your language skills before admission. And if you do MBA from an average college, then it is of no use.

You do not meet eligiblity criteria to seek admission in MBA in majoriry of BSchools as your B.Com score is below 50% marks.
There are various universities which offer you MBA courses. Firstly, find the university which is suitable for you and prepare for the required exam which will give you access to study in abraod. 4. Faculty: Can't comment(both would be having great faculty members)

Your question does not say what programming languages or computer related subjects you studied in B.Com (Computer Applications). My presumption is that you must have studied C or C+ or Java and Database Management Systems. If that is the case, I will not advise you to study MBA (at this stage). Enroll in a course that will give you a strong knowledge in the following:
