It would be better if you pursue BA rather than B.Sc as the subjects of BA will be of great help while preparing for IAS exam. Most common subjects like history, civics, constitution and geography are the part of IAS’s syllabus. Therefore, go for BA rather than B.Sc.

Management & IT Consultant,

Both MCA and B.Tech CSE degrees are equally good. For BCA MCA degrees you will take additional one year before you get a good job. CSE graduates have a minor edge over MCA graduates. CSE graduates get both Apps and System development job. Indian IT industry give only Apps development job to MCA graduates. B.Tech CSE graduates may also get 10 to 15 % better CTC if they are from reputed Engineering colleges.

College Selection Expert,

Yes, there is a major difference between BCA and B.Sc.
BCA is a Bachelor degree for computer science and you can get a job as a programmer by this field. Many programming languages are introduced in BCA degree.
The other one B.Sc is the Bachelor degree of science and you can also choose B.Sc.(computer application). It's also a good idea.
But, in my opinion, BCA is a good option for future preference.
So, all the best for your future.
