There are many publications that come up with rankings of engineering colleges and other colleges, rating a few colleges as best ranked colleges. However, many a times not all the colleges take part and the ranking are based on high level of objectivity and loose subjectivity? So, I would say that these rankings give a fair idea of top colleges, but I would not go by the exact rankings to take a college as number 1 or number 2.

Yes, you can get college based on MAHCET score.
CS is doubtful but for IT, you may check out last year's cut-off and get an idea.
You may have to wait till the institution rounds.
Also, it depends on the overall result.
Keep checking the college website regularly once the results are out.

Cannot really comment since the admission in PGDM program greatly depends on your performance in the GD/PI. GD/PI carry more equal weightage in determining whether you will secure the admission. It is a little difficult to interpret if you could make it with this score for electrical in first CAP rounds.
But you can definitely try for the same branch in 2nd round.
You can opt for CS with PCM in 12, and if you want a good college you should have scored atleast 75% in 12.

There will be no influence of 12th marks on your MHCET 2017 scores.
There is a criteria though in which you have to score at least 50% in your 12th for validation of your MHCET Scores.
If you don’t satisfy this condition of more than 50% marks, your MHCET scores are not valid and DTE does not issue a scorecard for your marks.
You can get some good private colleges in Pune and Mumbai. What is your category? It also depends on your category. Also, your rank in MHT-CET. Do research about colleges in Mumbai (as you want admission there). See there cut-offs. Fill DTE, Maharashtra CAP admission form Properly as the form filling has started on 5th of June will continue until 18th of June.

Sorry to say but you haven’t cleared JEE Mains required cutoff. So there is no wat to get any college for CSE based on JEE Mains. You may get admission in any private college in the basis of 12th score.

Dhruv, with these JEE marks itis not possible for you to get a good college. Better is to try for admission in private universities. There are many reputed private universities that are offering B.Tech degree with various specializations. They have their different criteria for admissions. Some offer admission on basis of JEE scores, some offer admission on basis of their own tests and some offer admission on the basis of both as well as marks of class 12. Some of the universities also offer scholarships on basis of your performance in class 12 or JEE/ their own test or even during the course.
