There are many publications that come up with rankings of engineering colleges and other colleges, rating a few colleges as best ranked colleges. CS is doubtful but for IT, you may check out last year's cut-off and get an idea.
You may have to wait till the institution rounds.

Cannot really comment since the admission in PGDM program greatly depends on your performance in the GD/PI. GD/PI carry more equal weightage in determining whether you will secure the admission.
