It will be very tough to get admission here with this percentile. You have at least 88 percentile to get this college.

According to past year patterns, if you get 70% and above in JEE Mains paper-2 you may get a seat in any NIT. The home state and other state quota are also there. If you want to get admission in two IITs (IIT Kharagpur and IIT Roorkee), you have to appear for JEE Advanced and Architecture Aptitude Test (AAT).

B.Arch seats are highly limited in NITs and IITs. There are highly less chances to get admission in NITs with this rank. It is better to try in private Institutes.

Your expected JEE Main rank is above 19000. While for admission in NITs, The rank should be below 2000. hence the admission chances for NITs and SPAs are very less . However your friend have another chance for improvement in April-2020. So ask him to improve his JEE Main percentile up to 98 for better options.

Yes, you are definitely eligible for JoSAA counselling everyone is eligible for that if you he qualified or not but he can take JoSAA counselling, if you have 75% marks class 12th in for general category.

Yes, you can easily get admission in these colleges with this score. But, you should try for the other good colleges of Delhi, Ghaziabad and other private colleges as your score is quite good.

Every year there has been a rank fluctuation in the counseling conducted by JoSSA for admission to NIT's. An average percentile of 89-92 maybe the cut off this year around for NIT's.

The final AIR will be declared after April 2019 considering the best score out of the two JEE Main attempts for all the applicants, hence based on current percentile we cannot predict whether you can get a good government college or not. Wait for the final AIR declaration.

Yes, if you confident about it, then take a drop. Prepare well for it. Otherwise, drop is not a good idea. Go for some good coaching institutes that provide good notes about engineering entrance exam. And they also keep you up to date about exams pattern, old papers, syllabus etc. Best of luck.
