In my opinion, you should focus on attending class 11 and 12 at the moment as these two classes would strengthen your base to pursue a course further as per your interest. Most of the Bachelor or under-graduate degree demand a completion on Class 12 in any stream. You should choose the stream that interests you more.

First, you need to appear for civil services exam conducted by UPSC, then according to your rank, you will be posted as an IAS or IPS or IRS officer. If you want to work in income tax department, then opt for IRS.

Your graduation part is not much important, while shifting to another prospective. You just want to be confident about your choice you have made. TISS, MHA is a really good course and will give you many direct experience in hospital. The average package is also very good about around INR 15 lakhs. So, if you are really having passion and an objective to work on hospital sector you can go ahead. Yes, although the institute is comparatively new, it has managed to build a good reputation over the time. The infrastructure or campus of the institute is huge and has all the amenities inside. The faculty is highly supportive and cooperative. Above all, the placements are also great.
