Even though electrical engineering is very popular in India due to great job opportunities, growth, etc. doesn't matter a new college or old.
If your college is reputed within your state, then a few locally situated core companies will come to hire students. If your college is not among the reputed ones in India or within your state, then the only companies that will come are software. Having said that, you can always try off-campus placements for these companies by applying on your own.

See, practically speaking, all course will give you better job opportunity until unless you have the fruit in you and your shall be determined. But BE specialisation in computer Science or IS/IT will suite your requirements. Again, it is not that you can only get job doing engineering. There are many engineering graduates every year. Taking into consideration only a few get good job. There are also many other courses like BBA, B.Com. Thing is you should not run behind money rather you should what where you belong to and what you're determined to become.

Don't worry about what have you done yet, just focus on 6th semester exams for now. Your reappear in 5th is a big deal, as it costs you another extra semester after degree completion time but it's an opportunity too, as in mean time you can do other profile enhancing courses and programs, you've got some time to think for future career options, now you can make clear what you waana do and what you can do as your command over subjects you got reappear in and subjects you excelled.

Private pilot license holders have actually no scope in the aviation market. You may get a chance to become a ground instructor but only till the time they do not get any other full-time instructor.
Only CPL can get you a full-time pilot's job.

I would suggest you to go for the graduation first. As you want a government job, the minimum eligibility criteria for the government job is graduation degree.
For the govt job after 12th, you can apply for the SSC CHSL examination.
