Ritik, if you are planning to take the civil services exam, you would be aware that you have to prepare for your mains which requires reading up on not just newspapers but also subject matter. You are expected to know all aspects of the subject that you are selecting as a main. This requires intense course book study. Germany is liberal in granting visa to international students who do higher studies in Germany. Education fee is very low in Germany. Since you want to be a professor then you must have a Ph.D. in the subject of which you want to be a professor. So now you must do masters in political science and then Ph.D. in it. If you don't want to do Ph.D. then you would have to do teaching job for about 10-15 years to become experienced to that level so that your working institute declares you a professor.

Hi,
You can’t opt for any course in UG level. Your subject in UG level doesn’t affect your IAS exam. After attaining 21 years of age you need to appear for UPSC, based on which you will be allotted IAS or IPS.
