Yes, definitely, you will get CSE in a private college but as your father is from defence, then you will get a chance to study in a government college too, because in every college, those who are under the scheme of a special citizen of the country, they get some relief in ranking as well.

There is no such limit to study particular number of days. You can study it in parallel with your course. Machine learning is not a different subject. It is also related to computer Science. Nowadays it is added as a subject in your CSE course. Few universities are providing machine learning as a different branch.
A machine learning engineering curriculum takes about six months to finish. It may take longer if the person has no prior experience in computer programming, data science, or statistics.

Computer science engineering equally covers both hardware and software aspects. Information technology engineering and software engineering has a lesser focus on the hardware aspect. However, this difference hardly matters as universities frequently keep updating the syllabus for each branch.
Unless and until, you get a job in a hardware manufacturing company like Intel, Logitech, etc. this little difference in the syllabus hardly matters. CSE is a demanding branch. However, if you want to go pursue CSE engineering then you have to pursue B.Tech four years program from any good college with good ratings including faculty, placement, environment, affiliations, etc.
