No, it's not. PCM is only a pre-requisite for clearing the engineering entrance exams, you need not to be good in PCM for becoming a software engineer.

The fee structure is about 2.42 Lac per year. I can answer this question because I studied from the same college, Its a good college to study and good environment. College usually starts at 7:30 and ends at 5:30 most of the days. It is one of the best autonomous college in Karnataka. There is NO RAGGING, you wouldn't even know who your seniors are until you are in your second year. So overall its a pretty decent college with clean campus.

You have many options after 12th. Those are -
B.Sc in Computer Science, B.Tech in CSE, IT, ECE, EE, etc. BCA. As well as per my research some of the students do a course from a reputed institute on the software language & also Bachelor's degree in parallel.

You can go to Canada in order to pursue CSE, but you will face few problems because you have to start from level one as you are not a CSE student, so you don't have knowledge about that field. You should continue with your core branch and you can do better with this option.

You can opt for a Bachelor's degree in s/w engineering from any good university. Many entrance exams are conducted by B.O.Th government and private universities so you can just apply for that.

You can go for private colleges. They will give some scholarship on the basis of your percentage of 12 and the marks you scored in the entrance exam conducted by college itself. If you have got 85+% in 12, you can get direct admission in UPES, ICFAI, LPU or GALGOTIA (Maybe), definitely. Also, if you are unable to score that much percentage in 12, then score in the entrance exam. Then only you will get the scholarship.

Not required for a 10th class student. Perform well in 12th class. Just concentrate on 12th alone and prepare for Entrance exams. Once you join in an Institute in CS course you can start learning all the languages you wish to! As coding is something which comes by experience. If you learn it now eventually you will forget when you concentrate on higher studies (11th & 12th). So, If you start learning it right after 12th you will remember it well and can keep on practicing.

The subjects of B.Sc. Computer Science will be almost similar to computer Science engineering excluding some subjects like computer network. You will be taught programming languages like c programming, Java, python etc.

You have not shared your subjects. If you have physics, chemistry, maths and computer science subjects, then you are not required to study any thing else now to become as software engineer after 10+2 stage. If you do not have CS as a subject then you may learn any one computer language such as C+.
