Remember, any course in SASTRA will fetch you a job in any one of the IT companies at the end of your four years. So, don’t restrict yourself to one particular course and be open to any B.Tech course. I have seen people with high marks often choose electronics, experience its wrath and eventually get placed in an IT company. With the rank of 27931 in JEE Mains 2018 you can get Sandip Foundation, Sapkal Knowledge Hub, MIT Pune, COE Pune, etc.
Sorry to say, but you don't get any NIT for CSE with your rank. Please go with other private colleges and try again later.

Yes, you can, but you have to wait for the last round of the counselling, as getting CS would be somewhat difficult for you, because this stream is of very high demand, and no one wants to lose it, until they are in better institute.
