Currently, CSE has minor edge over ECE grads in campus placement but this minor edge is declining very fast because of slowdown of IT industry in India. In next two to three years ECE may become darling branch of engineering recruiter.

Good choice. But everything depends on your course and personal interests. For example, if you are looking for any automotive courses, UK and Germany are the best options. On the other hand, MBA is good in Canada, USA and UK. So it depends. Once your course is finalised, you can decide the country. As for the application part, most of the universities require you to pass IELTS or TOEFL. The score depends on the University or college. You can find the details in the website of the University including the cut-off marks and graduation minimum marks.

Yes, MSRIT, RV, PES, ACHARYA and DAYANAND are pretty good colleges considering the experience staying in Bangalore. As you will get a better exposure and a pretty good infrastructure.
SDM in Dharwad, and BVB are also good in their respective fields and spaces. So yes, these can be your options and the admission depends upon what through you get into. like KCET, COMEDK or management.

See for coding purpose, Macbook is considered a good laptop. You can do coding on it. Other than that, you can buy any other laptop with a good configuration. For coding purposes, I would suggest you Linux/Ubuntu.

Being a computer science student, I would recommend you the following laptops:
Asus R558uq which comes with i7 processor @54000/- (kindly negotiate with your offline retailers).
Acer e5-575g: The pricing hovers around from 36000/- to 44000/- depending upon your configuration.
Lenovo IdeaPad 510. MacBook 13 inch (2015 edition).
HP pavilion AU series are also pretty good value for money.

Of course there is some difference.
In general terms, ISE deals with only software while CSE deals with both software and hardware.
Placement wise both these branches have similar placements, barring a few companies who allow CSE students and not ISE students.
Well, if you're planning to do further studies then, CSE is a wiser choice as currently in my knowledge you can't do higher studies in ISE, you've to do your M.Tech, MS in cse only. So in that view, cse is a better option.
ISE is better only for one thing, it has lower cutoffs.

I will suggest you to search University on the basis University, faculty, placements, international exposure, curriculum, alumni of that university. Yes, you can apply for IIIT, Kottayam with this rank and you should definitely apply for it. Also, you can apply in any NIT with rank as there are chances of you getting seat in the same.

CSE VS ECE? Both are good. CSE is having good placement than ECE of course. And moreover easy curriculum than ECE. But if you want job in PSU or even if you love electronics, go for ECE. It's also a very good field. You will have two options software companies and Core companies. You can go both way. ECE students are taught some CS subjects. And you can even learn by yourself. It's upto you what you prefer. If you love coding go for CSE, if you love electronics and coding both go for ECE. Good luck.

My answer to the question would be a reference from Ashish Kedia's answer coz he has answered it beautifully.
If we talk of both technically:
CS takes a more balanced approach between theory and application while IT focuses more on application.
CS offers you an opportunity to learn variety of topics related to computers. IT offers you an opportunity to discovers innovative uses of those fundamental concepts.
CS generally require a decent background in math while use of math in IT is limited to data analysis / processing / statistics, etc

As far as I know there is no age limit for taking the entrance exam i.e., CET. Since you have done your 12th you don't have to worry about the eligibility criteria.
