Dear Ananya,
Yes, you can get admission in M.Com at Dibrugarh University.
There are 2 M.Com courses i.e. M.Com in Finance and M.com in Marketing.
The eligibility is that you should be B.Com with at least 45% marks in Major or at least 45% marks in aggregate in case of General Course and On the basis of merit or entrance test conducted by the University.

I doubt your eligibility for admission in a Canadian university, a three year degree is not easily accepted, also the desired program needs related education background and work experience. You should still check the university’s websites for entry requirements such as University of British Columbia, Dalhousie University etc.

After completion of 12th standard in commerce, you can apply for government sector jobs like group D exam.
The eligibility criteria for Group D post:-
1) Those candidates who have completed 10th standard from recognized board are eligible for Railway Group D post.
2) Your minimum age should be 18 years.
Yes, you can do graduation degree simultaneously but your degree must be part time course. Still you can apply in B.Com or BBA.

Kumaon University does not offer any distance learning course you may choose a college where attendance is not mandatory (and in most of the Indian universities this happen even in Mumbai University) or else you may do it from IGNOU.

Definitely, you can prefer correspondence MBA if you will pursue SAP certification and other computing certifications along with your job, so it may add an advantage to you. If you can manage time then give preference to full time regular MBA for better career opportunities.
