Hello,
I hope you are doing well. Yes, definitely you will get computer Science and engineering but the issue is you won't get top colleges for computer Science. You only get average ranked college under General and OBC category but if you are in the category of SC and ST then you will get good colleges.

Current Student- DTU, Delhi,

TIT is a better college if you really want to learn something, as well as the faculty of this college is good, but one thing which is more famous about it is its discipline and the management is working like a school, it is so much strict, as you have to enter and exit at proper time between it you cannot skip or bunk any class or lecture.
Also, placement is much better than CDGI.

Yes, you can do it. It is good to have a background of computer science when studying psychology. Most of the times it also opens new ways and areas of research. Many concepts arise after having a specialization of psychology.

JEE Main score is not enough for B.Tech CSE admission. However you may tryout with 12th score. Private Universities like LPU or Chandigarh University can be the good option.

You can't predict the cutoff that easily, at 10000, there would have been odds in favour of you but at 18000, it is a no. It is CSE one of the most sought-after Branch and that too in such a reputed institute. You can get CSE in new colleges at this rank. JoSAA won't be making a large difference in the cutoffs, I feel that cutoffs may just improve.
