Yes, you can do graduation by correspondence. IGNOU University provides correspondence course and it is good university for correspondence course.

If one is weak in the accounts, he/she should go for MBA, since sometimes even accounts students' struggle with CA so I would suggest you for MBA, as there are many specializations in this course. Finance I Marketing I Human Resource I Operations Management I International Business I

There's no such place thing. It's a pan India course conducted by ICSI which has its branches across the country. You can prepare anywhere as the institute provides you with the required books and material. However of you require coaching too, with the internet coming into play, you can get classes of almost all teachers at your home itself. So, there's no need to be exact about best place.
