Hi,
The company secretary course is conducted by the Institute of Company Secretaries of India.
It is a pan India organisation which has chapter offices all around the country.
You need to register yourself with the Institute and you can go ahead with the CS course.
It is also worth noting that CS is not conducted by any university or colleges.
You can get your graduation degree simultaneously while doing CS and for that graduation degree you need to get enrolled into a college.

The marks in CS in IIT Kanpur depends on the difficulty of the paper. Rank under 200 for B.Tech CS is considered in top IITs and around 300 marks.
