Hi S Monal,
In both the university, your focus should be on choosing the one which offers best faculty and subject understanding in parallel with the UPSC syllabus. Both Allahabad & BHU are good universities and have produced a large number of civil servants in the country. So, you should weigh your option accordingly taking into consideration your mains optional as well.

Both the university offers graduation degree only they could not help you to prepare for UPSC you have to select Arts or commerce for good score and then prepare in coaching.
