I could tell you that XYZ Institute is one of the best and go read online about it. I could tell you to search the youtube for 'best animation faculty' or 'best animation institute'. However these are only some of the methods of shortlisting. There is no such authentic one list of institutes that i can give you. All institute branches have same curriculum, like all states in India follow the same constitution. By same comparison all state progress differently and after a certain time the gap becomes huge. You could do well to create a list of places you may want to learn at, whether they are in your city or not. Then go to their websites and research about them, and even call them and talk to them. To be eligible for West Bengal Civil Services Exam :
1) You need to pass a degree from a recognized University.
2) You need to know how to read, write and speak in Bengali (not required for recruitment in the case of candidates from hill areas of the district Darjeeling i.e. for Nepali speaking candidates)
3) Your age should not be below 21 years but not more than 32 years on the 1st January of the year of examination for services and posts included in Group 'A','C' and 'D'. For the West Bengal Police Service only (i.e. Group 'B' Service) age not below 20 years but not more than 32 years on the 1st January of the year of examination.
If you fulfill the criteria mentioned above, you may sit for the West Bengal Civil Services Exam.
